Construction and Application of Integrated Coordination and Cross-efficiency Evaluation Model and Dynamic Change Assessment

Abstract: In order to solve the sustainable development evaluation problems derived from the data envelopment evaluation model under the self-evaluation system, such as, of "enhancement of strengths and weaknesses" "complete ranking of advantages and disadvantages", and "extreme weights", etc., an integrated coordination cross-efficiency evaluation model is proposed in this paper. This model containes 19 evaluation indicators, of which 11 inputs and 8 outputs. The model can overcome the problems of multiple solutions and instabilities of the average cross-efficiency model by relaxing the average hypothesis of the general cross-efficiency model, thereby reducing the distance between the weighted input and the weighted output of the regional sustainable development assessment difference. In addition, we also construct the Malmquist index model of regional sustainable development based on DEA. Finally, the efficiency and dynamic changes of the sustainable development are validated effectively by evaluating the 10 provinces in the eastern coastal region of China as an example.
