Location Model of Evacuation Shelters for Urban Planning

摘要: 针对避难疏散场所的选址特点和城市规划的工作流程,提出了面向城市规划的多条件约束选址模型。该模型在现有模型的基础上,综合考虑避难疏散场所个数、区位选择、路径服务长度和人口容量等因素,制定了多目标函数和多约束条件。设计了以迭代计算为核心的求解算法,在ArcGIS网络分析功能支持下对避难疏散场所服务范围进行计算,分析其布局的优劣性。开发了基于GIS的避难疏散场所选址分析系统,并在泰州市周山河新城避难场所选址规划中得到成功应用,取得了较好的效果。

Abstract: According to the characteristics of evacuation shelters' site selection and the working process of urban planning, a multi-constraints condition model for urban planning is established. On the basis of the existing model, the multi-objective function and multi-constraint conditions are formulated by considering the number of evacuation places, location selection, path service length and population capacity. A solution algorithm based on iterative computation is designed, the service range of evacuation sites is calculated under the support of ArcGIS network analysis function, and the advantages and disadvantages of the layout are analyzed. A location analysis system of evacuation sites based on GIS is developed. It is successfully applied in the location planning of shelters in the new town of Taizhou city, and good results have been achieved.
