Construction of “3D+” Pan-information Spatial Database in Chongqing and Practice of Basic Surveying and Mapping Transformation in the New Era

摘要: 新型基础测绘体系建设是我国全面提升基础测绘保障服务能力和水平的重要发展战略,一经提出便得到了行业内外的广泛关注。重庆作为典型的山地城市,其新型基础测绘体系研究建设的迫切性尤为突出。基于完善的测绘地理信息体制机制、现代测绘基准,以及立体化的数据釆集与更新体系,重庆市测绘地理信息局开展了"3D+"全息空间数据库及应用示范建设工作,构建了全息、精细、动态的三维空间数据体系,实现了全空间、虚实、动静数据资源融合能力和服务能力,形成了以重庆为样本的新时代基础测绘转型升级路径,推进了行业信息与测绘地理信息的深度融合。

Abstract: The construction of a new basic surveying and mapping system is an important development strategy for improving the ability and level of the basic surveying and mapping service in our country. As a typical mountainous city, Chongqing has a strong urgency in the research and construction of its new basic surveying and mapping system. Based on the perfect system of mapping geographic information system, modern surveying and mapping datum, and three-dimensional data collection and updating system, the Chongqing geo-information bureau has carried out the "3D+" pan-information spatial database and its application and demonstration construction. A pan-information, fine and dynamic three-dimensional spatial data system has been constructed to realize the fusion ability of pan-spatial, virtual-reality and static-dynamic. Taking Chongqing as the sample, the transformation and upgrading path of basic surveying and mapping has been formed, that will promote the deep integration of industry information and geographic information.
