Abstract: The top-level design of territorial and spatial planning system in the new era, the construction of “four beams and eight pillars” and the future smart territorial and spatial planning need the support of digital and information technology. Surveying and mapping geographic information is good at spatial data acquisition and analysis, which can provide effective technical services and customized services based on data achievement for the construction, approval, implementation, monitoringand evaluation of territorial and spatial planning. “one map” of territorial and spatial planning through the fusion of current situation data, planning data and management data achieves a unified “base map”, a unified “base number”, a unified “bottom line” and a unified “bottom plate”. “one map” information system for implementation and supervision of territorial and spatial planning supports dynamic monitoring, evaluation and early warning of territorial and spatial planning which is an important guarantee for the development of an intelligent, perceptible and self-adaptive territorial and spatial planning. It is characterized by easy learning and good governance. this paper studies the surveying and mapping geographic information service system for territorial and spatial planning from two aspects of technical system and data achievement customization system, and prospects the application of surveying and mapping geographic information for intelligent territorial and spatial planning.
