摘要: 空间数据是河长制工作的重要基础,构建合理的河网关系是地理信息技术面向河长制应用的核心问题。本文面向河长制基础信息管理的需求,详细论述了河网的组织结构和相互间关联关系,提出了一种兼顾河流干支关系、河段层级关系、河网上下游关系和水利对象附属关系等多种关系的河网关系构建方法,对河网关系的结构化表达、迭代构建、物理存储及可视化表达进行了深入探讨。并介绍了通过该方法构建的河网关系在四川省河长制基础信息平台建设中的应用情况。

Abstract: Spatial data is an important foundation for the work of river chief system. Establishing a reasonable river networks relationship is the core issue of geographic information technology for river chief system. Oriented to the needs of basic information management on the river chief system, the paper expounds profoundly the organizational structure and interrelationships of the river networks. Secondly, a new method of establishing river networks relationship is proposed. The relationship between the branches of the river, the hierarchical relationship of the river section, the downstream relationship on the river network and the subordinate relationship of water objects is analyzed. Finally, the structured expression, iterative construction, physical storage and representation of river networks relationship is discussed. And it briefly introduces the application of this river network relationship in the construction of the basic information platform of river chief system in Sichuan Province.
