Abstract: This paper analyzes the basic characteristics and actual needs of emergency surveying and mapping command and dispatch. Then, combined with the national emergency standard specification, three methods are proposed as the key techniques of the system design, which are data communication and transmission technology based on multi-channel and multi-protocol, distributed database management technology based on MPP architecture, and task planning based on UML model. At the same time, according to the location, status and emergency mapping geographic information of real-time feedback from emergency equipment such as unmanned aerial vehicle (UAV), and multifunctional shelters, as well as data and operation information generated by rapid processing and sharing system are multi-source diversity. Finally, a complete national emergency surveying and mapping dispatch system is designed, which has the functions of emergency dispatch plan formulation, commands are quickly released, dynamic scheduling and real-time tracking of surveying and mapping equipment, progress monitoring of surveying tasks and emergency mission walkthrough.
