Major design of capacity building project for national emergency surveying and mapping in China

Abstract: Natural disasters occurred frequently in China and have caused serious losses to people's lives and property. Emergency surveying is one of the important components of our emergency response system and disaster reduction and prevention system. In recent years, the technologies and equipment for emergency surveying and mapping have made great progress. It is the time to improve our emergency surveying and mapping work by building a system which could cover the whole nation with large-scale and collaborative capacity. Taking the characters of emergency surveying and mapping work as target, the paper analyzes its business flow and data flow firstly. And then proposes the major framework and designs its components and interfaces among different ingredients. Finally, the preliminary progress and prospective achievement are discussed. The researches could be basis for the top-level design of our national emergency surveying and mapping work, and will be useful to enhance its overall technologies.
